PHILANTHROPY---For more than a dozen years, philanthropy in Philadelphia was led by a powerful quartet. In various combinations, the Pew Charitable Trusts, William Penn Foundation, the Annenbergs, and the Lenfests lined up behind arts and culture. But the quartet is no more. The era of local philanthropy being dominated by a mighty handful of foundations may have ended, but the change may not be without its silver lining. Some observers say the dominance - until now - of foundations in Philadelphia has resulted in an arts and culture sector that has been somewhat apathetic about cultivating a broader base of individual donors.
